This Transmission and Distribution System is a program to develop electrical infrastructure to serve power needs in the Delaware Basin in West Texas. The Program consisted of designing and constructing a network of 138kV interconnect switchyards to tie in to a 138kV transmission system, transmission lines from the interconnect stations to 138kV X 25kV distribution substations, and overhead distribution lines to serve various oil and gas production facilities and field pumping loads. As part of this program, SE has designed two interconnect switchyards, five distribution substations, approximately 26 miles of 138kV transmission lines, and several hundred miles of single and double circuit distribution lines. SE has performed the following services for this program: Development of specifications for all major equipment, substation, transmission and distribution materials; Complete substation Civil, Electrical, Structural, and Relay &Control design; Complete transmission line design, including surveying and construction staking.; Complete distribution line design, including surveying and construction staking; Development and issue of construction specifications and bid documents; and Development of “As-Built” drawings and substation operation procedures. Schneider Engineering performed EPC services for four substations located in South Texas. Scope of services included: Site Work design, Transmission line tap design, Substation Electrical and Structural design, Substation Relaying, Protection, and Controls design; Settings for protective relays; Furnish specifications and bid documents for major equipment to be purchased directly by the Client, Bidding and contracting; Procurement of all remaining substation structures, transmission and distribution equipment and materials not purchased by Client; Fulltime, on-site construction management; and Coordination throughout commissioning. SUBSTATION 1: Turnkey engineering design, procurement of materials, construction of Substation: 69/138 kV/24.9 kV electric high voltage substation with one (1) power transformer sized at 20 MVA base with LTC and four (4) distribution breakers, Transmission: 69/138 kV temporary hard tap transmission line from the utility point of interconnect to the substation, and 25 kV vacuum breakers and associated relaying and protection for all feeders. SUBSTATION 2: Turnkey engineering design, procurement of materials, construction of: Substation: 138 kV/24.9 kV electric high voltage substation with one (1) power transformer sized at 20 MVA base with LTC and two (2) distribution breakers, Transmission: 138 kV temporary hard tap transmission line from the utility point of interconnect to the substation, and 25 kV vacuum breakers and associated relaying and protection for all feeders. SUBSTATION 3: Turnkey engineering design, procurement of materials, construction of: Substation: 138 kV/4.16 kV electric high voltage substation with one (1) power transformer sized at 20 MVA base with LTC and two (2) distribution breakers, Transmission: 138 kV temporary hard tap transmission line from the utility point of interconnect to the substation, and 25 kV vacuum breakers and associated relaying and protection for all feeders. SUBSTATION 4: Turnkey engineering design, procurement of materials, construction of: Substation: 138 kV/13.8 kV electric high voltage substation with 2 power transformers sized at 20 MVA base with LTC and 2 transmission breakers, and 13.8 kV metal-clad switchgear secondary with 8 feeders.
